Wacky Driving - 4/27/17

Today's puzzle takes us to Japan.  I'm not one to honk my horn at other cars lightly, but the other day I had two different occasions where people came close enough to hitting me that they earned a blast of the horn as a warning that I was there.  What is it with people?  Maybe there's something about springtime that leads to:
