Gradually Reopening - 5/13/20

Today's puzzle takes us to Oregon. The state of New York is set to start gradually reopening in a few areas at the end of this week, and my county is one of them.  We've already heard from our reviewer that they are planning to start publishing caches again, so I guess it's almost:
